with officers originally appointed as Cadets for any post for

which your qualifications render you suitable". My position

will have reverted to that indicated when I was informed"your

status is not that of a Cadet Officer, and consequently you

have no claim to any Cadet Officer's appointment other than

that which you at present hold". (page 6.)

In conclusion I respectfully beg that my clains

to the appointments of Colonial Treasurer, Registrar General

and First Magistrate may be recognized; and if it is consider-

ed necessary that I should have further experience of the

working of these Departments, that I may be given opportunities

of acquiring it.

I attach a diagram shewing the length of ser-

vice after which the Hong Kong Cadet Officers senior to me

obtained first class appointments; also the comparative lengths

of service of Messrs Messer, Hallifax and myself.

I regret deeply that I have been compelled to

trouble Your Lordship with so detailed a statement, and truat

that the necessity, by which I have felt constrained, of quoting

in every case the authority for my statements, may be accepted

as an excuse for the length of this memorial.
